This also seems mostly specific to emulators (which are probed differently than physical USB devices), although I don't think physical USB devices are necessarily immune from potential raciness.

Reportedly adb server startup was "sped" up. Chingjun also can reproduce this on his Linux workstation. This seems sensitive to particular hosts I can't reproduce this on my Linux laptop.

Maybe that's good enough for the Flutter tool which explicitly checks for only the unauthorized and offline states.
